Yes, and carry-on is the right place for it. Two TSA rules decide this, and the second one is the reason a rechargeable unit should never go in your checked bag.
Put it in your carry-on. It clears the TSA tool size limit comfortably, and if it charges over USB its lithium battery is safer in the cabin than in the hold. Final say at the checkpoint always rests with the TSA officer.
TSA treats these as tools, and its published rule for tools is a length threshold. Anything seven inches or shorter may go in carry-on baggage. Tools longer than seven inches must be packed in checked baggage.
Handheld distance meters are comfortably inside that. Most sit between four and six inches, and pocket models like the Craftsman 55 ft unit are barely three. Nothing in normal circulation approaches the seven inch limit, so this is a rule you clear without thinking about it.
What does get caught are the things people pack alongside: a long level, a folding rule, a pry bar, a full size tape measure with a long body. Those are what turn a smooth checkpoint into a repacked bag.
This is the part people get wrong, and it applies to any unit that charges over USB rather than running on AA or AAA cells.
TSA requires that spare, uninstalled lithium ion and lithium metal batteries travel in carry-on baggage only. Spare lithium batteries are prohibited in checked luggage entirely. The limits are 100 watt hours per lithium ion battery and 2 grams of lithium per lithium metal battery, with larger sizes needing airline approval.
The internal cell in one of these is nowhere near 100 watt hours, so capacity is never the issue. Location is. The rule exists because a lithium fire in the cabin can be dealt with by the crew and one in the hold cannot, and that reasoning applies to a rechargeable measuring tool exactly as it does to a power bank.
So the practical rule is simple. If it charges over USB, it belongs in your carry-on. If it takes AA or AAA alkaline cells, the battery rule does not apply at all and only the size rule matters, though the cabin is still the sensible choice for something you would rather not have crushed.
People worry about the word laser, and that is understandable given how much attention aircraft laser strikes get. But the concern in aviation is high powered handheld pointers aimed at cockpits, not measurement tools.
Nearly every handheld laser measure is a Class 2 device. That is the lowest practical hazard class for a visible beam, low enough that the blink reflex is considered adequate protection under normal use. It is the same class as a supermarket barcode scanner. It would not be mistaken for a pointer, and it has a screen showing feet and inches that makes its purpose obvious.
Where it does draw attention is if something resembles a weapon. TSA prohibits laser pointers that look like weapons, such as tactical laser sights, from carry-on. Nothing in this category looks like that, but it is a reminder that appearance drives checkpoint decisions more than specifications do.
Everything above is TSA, which governs departures from US airports. Other countries set their own rules and a few are markedly stricter about laser devices of any kind, with import restrictions in some cases rather than just security screening.
The lithium battery rule is the closest thing to a universal, because it comes from ICAO guidance that most national authorities follow, so spare batteries in the cabin is a safe default anywhere. The laser rules are not universal. If you are travelling somewhere with strict laser import laws, check the destination's customs guidance rather than assuming your home rules travel with you.
For a twenty dollar tool, the honest answer for international travel is often to buy one at the destination rather than risk it. For a Leica or a Hilti it is worth the ten minutes of checking.
